Only former members of a Citizen Assembly may become a member of the Citzien Council.
Moreover, there is a continuous change in members of the Citizen Council. Every six month, one third of the members is substituted. This means that eight citizens who were previously members of a Citizen Assembly hence have a clear understanding of the process from their own experience, become new members of the Citizen Council.
